Creating Mod Launchers

I found Game Launcher Creator to be very useful for creating mod launchers. This licensed Commercial Software. Although it is not free, it is reasonably prices for the options and features it provides. The launcher can also be used as an updater.

This is a Launcher for 2142_Singleplayer Mod. It has options to launch full screen or windowed. It also has customization options to enable or disable the Automated Gunner positions
This launcher for First Strike has an option for Fullscreen and two options for Windowed mode

In all cases, Each button clicks launches a bat file. I find it is easier to customize by running bat files
